Stevia was controversial because it was suspected to be carcinogenic. I do not know whether the question about the toxicity of stevia has been resolved by now – the carcinogenic properties of stevia were questioned a few years ago, so maybe this has been resolved by now.
The possible carcinogenic effects of stevia are still the main reason why the maximum daily intake is so low.
Another downside is the fact that it may trick the body in thinking that a lot of sugar (energy) is being consumed, while in reality almost no quick energy enters the digestive system.
Finally, all stevia products contain fillers. That is, none of them consist of 100% stevia. It depends on the producer which filler is used. Some fillers are less healthy than others.

What is a prebiotic? I only know probiotics, and stevia is definitely not a probiotic.
